Paulo Fernando Viegas Nunes
Lieutenant General, Portuguese Army
Paulo Fernando Viegas Nunes is a Lieutenant General in the Portuguese Army. He holds bachelor’s and master’s degrees in Military Sciences from the Military Academy, bachelor’s and master’s degrees in Electrical and Computer Engineering from Instituto Superior Técnico, and a doctorate in Information Sciences from the Complutense University of Madrid. He completed the Staff Course and the General Officer Promotion Course.
He has held command, staff and teaching positions in Armed Forces units and institutions. He participated in international missions under the United Nations in Western Sahara, the European Union and NATO. He commanded the NATO CIS School in Latina and directed the NCI Academy in Oeiras.
His career includes research projects and strategic working groups on cybersecurity and cyber defence capability development at NATO, European Union and national levels. He was a member of the founding commission of the Portuguese National Cybersecurity Centre and of the reflection group for the 2013 review of the National Defence Strategic Concept.
He was Professor and Scientific Coordinator of the master’s programme in Information Warfare at the Military Academy and taught on the doctorate in Military Sciences at the Military University Institute. He has published scientific work, books and articles in national and international journals.
He served as Director of the Army’s Communications and Information Systems Directorate, Chief of Staff to the Chief of the General Staff of the Armed Forces and Adviser to the Chief of the Army Staff. He currently chairs the Board of Directors of SIRESP, S.A.

Albino Marques Lameiras
Brigadier General, Portuguese Army
Albino Marques Lameiras is a Brigadier General in the Portuguese Army. He completed the Military Administration Course at the Military Academy and the promotion courses for Captain, Senior Officer and General Officer. He also holds a postgraduate qualification in Accounting, Public Finance and Budget Management.
Throughout his career, he has held command, administrative, financial management and logistics positions in Army and Armed Forces units and institutions. He commanded a company at the Military Administration Practical School and served in the Health Service Directorate and the Lisbon Military Government Finance Centre.
At the Army Finance Directorate, he headed the Budget Management and Financial Management and Accounting branches. He was hospital administrator at the Main Military Hospital and headed the Allowances Branch of the Personnel Services Directorate and the Supply and Services Branch of the Materiel and Transport Directorate.
Internationally, he served as a Finance Officer with the United Nations mission in Angola under UNAVEM III / MONUA. From 2018 to 2021, he served at NATO Allied Land Command in Türkiye as Supplies and Services Staff Officer.
He was Administrative Assistant to the Chief of the General Staff of the Armed Forces, Commander of the Logistics Command Support Unit, Deputy Director of the Supply and Transport Directorate, Chief of Staff to the Logistics Commander and Director of Army Procurement. He currently serves as a member of the Board of Directors of SIRESP, S.A.
